Context

The city of Madrid faces one of the most complex urban management systems in Europe, with thousands of daily actions in street cleaning, waste collection and street furniture maintenance. Ensuring the quality and efficiency of these services is essential for the well-being of citizens and the sustainability of the urban environment.

In 2022, the City Council launched a new model of control and evaluation of its contracts for cleaning of public spaces, waste collection, equipment and urban furniture areas and quality and communication, supported by digital transformation and advanced data exploitation. Tecnigral is part of the joint venture responsible for this technical assistance, whose mission is to offer specialized support to the Municipal Technical Services in the monitoring, analysis and interpretation of the information related to the provision of these essential services.

This project, based on the “Tourism with Pets” use case, resulted in an exhaustive analysis of this emerging segment -that of travelers who share their experiences with their pets- and laid the methodological and technical foundations necessary to incorporate it into the Spanish tourism strategy, promoting a more inclusive, responsible and sustainable tourism.

Context

Methodology

The work is based on a comprehensive analysis of the information generated by the different municipal contracts, incorporating data from inspections, fleet management systems, sensors, citizen alerts and municipal platforms such as MiNT or SIMUN.

The diversity of sources, formats and recording criteria required prior work to clean up and standardize the information, structuring it in a common data model that allows for coordinated monitoring of all the services.

From there, Tecnigral has developed dashboards in Power BI, adapted to the different hierarchical levels of the administration, which allow to visualize the evolution of contracts, detect incidents and analyze the degree of compliance with the technical specifications. These dashboards integrate quality indicators and early warning systems that facilitate decision making and corrective action planning.

Innovation

The project has incorporated data mining and advanced analytics methodologies to cross-reference thousands of records and transform operational data into useful knowledge.
One of the most innovative lines has been the integration of citizen sentiment analysis, applying artificial intelligence tools on notices, complaints and suggestions from neighbors, which allows detecting perception patterns and improving the response of the public service.

In addition, the monitoring system facilitates real-time control of contract execution and automatic reporting to the General Directorate of Cleaning and Waste Services.

Impact and results

Thanks to this project, the Madrid City Council now has the most advanced urban services control and evaluation system in the country, capable of consolidating information from multiple contracts and offering a global and dynamic vision of the state of the city. The technical assistance led by Tecnigral has contributed to improving management traceability, optimizing resources, reducing response times to incidents and reinforcing transparency towards citizens.

Overall, this project represents a decisive step towards data-driven urban management, positioning Madrid as a benchmark in the application of analytical intelligence and quality control in public services.
